The message that RTG Restore could not start can mean that it wasn't installed because anti-malware software blocked it, or it could mean that it won't start because anti-malware software is blocking it.
You can check if it was installed by looking for the file
rrestore.exe, which is RTG Restore. If it was installed, it should be in this location:
C:\Program Files (x86)\Rtgbills
Two things to note:
1. It may appear as
rrestore, without the file extension (.exe). See
Filename extensions.
2. It is NOT the file
rrestore.exe.manifest.
If the file was not installed, you will have to turn off the anti-malware software and re-install RTG Bills.
If the file was installed, but it won't start, you will have to turn off the anti-malware software temporarily to allow it to start.
