Q: When I try to create a bill, I get an error message that says Another RTG Bills user is changing the database. You need exclusive access.

A: You cannot create a bill if another user is editing an item that might appear on the bill.

If all other users have exited RTG Bills and you still get this message, the database software is confused, probably because a user did not exit RTG Bills normally. To fix the problem, compact the database: File > Compact Database.

Note that to choose Compact Database, you must be the Supervisor and all other users must have exited RTG Bills and RTG Timer.
